The BCMEA says it has issued formal notice to ILWU Local 514 of its intention to defensively lock out all of the union's members on Tuesday at 4:30 p.m. PT. This coastwide lockout, should it be required, will shut down all cargo operations of BCMEA member companies across the province, but will not affect cruise operations nor interrupt longshoring operations on grain vessels," the association said in its release. Local 514 president Frank Morena said at the time that DP World Canada told them in December it would unilaterally introduce some automation at its rail intermodal yard at the Centerm port in Vancouver.

In any case, services to grain vessels is an essential service under section 87.7 of the Canadian Labour Code and strick or Lock out are prohibited. This is not the case for cruise operations.

The 890,000 barrel-per-day (bpd) pipeline started service in May and reserves 20% of its space for uncommitted, or spot, customers, who pay higher tolls than shippers with long-term contracts. Rival Enbridge (ENB.TO), which takes crude to the U.S. Midwest and eastern Canada, offers 100% spot capacity but tolls are roughly half Trans Mountain's rate. TC Energy's (TRP.TO), Keystone pipeline to the U.S. reserves around 10% spot capacity.

The project would include a deepwater port with two wharfs designed to load large vessels of the post-Panamax class and an adjacent small craft harbour for community use. It would also have an airstrip, tank farm, transloading facilities, utilities, maintenance shops, warehousing, accommodation, administrative offices and areas for ore concentrate storage and handling
